Outlook Express
I have a new Dell Computer and my Outlook Express has never worked from day one. Dell does not know what the problem is and will not send a technition. They say it's an ISP problem. My ISP has done everything they know to do. They had me to unistall Outlook and re-install it. They are sending me another Outlook Express CD to see if that helps. I think Dell show see that the problem is fixed. What good is the warranty if they will not stand behind their products.
Does anyone have any suggestions?

When I click on Send/Receive a box pops up that says. Your POP3 server has not responded in 60 seconds. Would you like to wait another 60 seconds?. Then in the error box it says: A time-out occurred while communicating with the server. Account: 'pop3.chilitech.com', Server: 'pop3.chilitech.com', Protocol: POP3, Port: 110, Secure(SSL): No, Error Number: 0x800CCC19
My Internet Server has had me take everything out and start over many times but it still doesn't work. I get Outlook Express fine on my old computer.

Did you first notify Dell of the problem within 30 days of the delivery of your system? If so, then they are responsible for fixing the problem; software tech support is for 30 days only; but, if you notified them within the first 30 days then they are responsible under contract to Microsoft. Call tech support and if they give you the run-around, DEMAND that you speak with a supervisor (to be certain you get a competent one do it Monday through Friday between 8:00am and 6:00pm Dallas time - Saturdays early is also a fairly good time).
You say your ISP guided you through taking out everything. Was that only Outlook Express? Or did they have you repair or re-install Internet Explorer? The problem could be elsewhere in IE (after all OE is merely a subordinate part of IE) or even in your Dial-up or modem settings, rather than OE itself (indeed, I would suspect that given multiple repairs of OE).

If so have to setup OE with full E-mail address as Incoming Mail Server : Account Name :

Also found this info on site but if you have a new Computer you should already have IE 6+SP1
To check open IE , Help > About will show SP1 if Updated Version

How to deal with error number 0x800CCC19

There is a problem in Outlook Express 6 with certain file attachments (or technically called MIME types) when they appear in your POP3 mailbox. Your connection to the mailserver will then time out. The solution is to download the Internet Explorer 6 Service Pack 1 from Microsoft which should fix the problem. Please see this link to Microsoft OE6/SP1.

Also found Microsoft info which suggests if you have Norton , Macafee install disable scan of Incoming E-mail.
Not a good fix as a lot of Viruses are in E-mail attachments. But you could try disable it then enable it.

I got this computer Jan. 8, 2004, so I have had it less than 30 days.
Thanks for all the help but I have tried all of them but the re-installation and nothing works. Dell is supposed to help me re-install Windows XP tomorrow.

Clean Install deletes existing partition (like FDISK) & Formats HD during Install of Windows XP from XP CD.
Set BIOS to use CD-ROM as 1st boot device usually by pressing "F2" key during boot (startup),
for some Computers press "Del" key
Re-start Computer & when message "Press any key to boot from CD" shows do it & let subsequent messages "Press any key...." time out to Windows setup.

I finally got my problem solved. I found that my McAfee Firewall was blocking OutLook Express. When I chatted with a technition at McAfee he told me to rick click on the McAfee Icon on my taskbar and then go to Personal Firewall then to Internet Applications and find Outlook Express. Then make sure it said Allow Full Access. Mine said BLOCKED.
This may be helpful to other people having the same problem.
