Self extractor.exe not working and other similar install issues

Hi, just joined.  I have an inspiron 1545 that I purchased for work a few months ago.  My issues have gotten worse and I am not sure how to proceed.

Any new program I download, will not install.  I get messages like this, but it is not always the self extractor.  I also get and xxx.exe has stopped working when it is not an extracted program.

I also get this when trying to install from file.  The certificates are never recognized- the publishers ALWAYS show as unknown.

Obviously it is annoying, but what is worse- I cannot download any virus scans, cannot download viewers for CAD files that I need for work, etc.  I tried to use the recovery disk for operating system and I didn't see any change.  I also tried to restore 30 days prior(limit that it gave me?) and that did not chage anything - instead wiped out a bunch of e-mail files.

Just looking for direction.  I cannot give you a hijack this log because as you can see above, I cannot install it!

I have had this posted at microsoft forums for over a month and I cannot get a response.

Many thanks-

Paul

Can you open task manger and try to make a manual log of running processes?

Should really clean up what starts automatically on login...otherwise if that's what you really use then yikes...

Can't find anything suspicious as of such...heaps of stuff....*falls over*

If you can install this...

http://download.cnet.com/Malwarebytes-Anti-Malware/3000-8022_4-10804572.html

And scan, then good. Run a full scan.

Doubt it'll install in safe mode...that just doesn't work.

I'd try a LiveCD scanning utility otherwise. You could also try running the repair option on your windows files when you start up, see if that helps.

One scanning utility I know if is Dr. Web's LiveCD. Burn the .iso to a disc and start your PC from the BIOS into the cd/dvd drive for the disc. It'll start up a scan.

Also, I've never known AVG/Norton/McAfee to do ANY good at all, period. Protection with them is just plain poor.

Avira, Kaspersky & Nod32 seem to be the good ones in my opinion.

Well, I'm off to bed (In Australia right now, it's 4:23am)

psawyer17,

Thank you for using the Dell Community Forum.

You have malware and possble viruses in your system. If you are unable to download or install any anti-virus or spyware/malware removal software you will need to format and reinstall Windows.

You could also try The Dell™ Factory Image Restore. This  tool replaces PC Restore. You can access it from the boot menu  Once there choose the option to "Repair Your Computer"

This utility formats the operating system hard drive partition prior to restoring the factory image. This means data on that partition is deleted and cannot be recovered.

I can open task manager, but I assume that I have to make a dmp file to copy it here?  Problem is- I can't do that either!  That may be telling in somekind of malware problem, but you are the experts.  Here's bmps of my log since I cannot give you text versions.
