System restore window blank, few other key windows open blank

My XP has some odd problems. When I try to open system restore the window is blank. When I try to open defrag it says I do not have admin clearance When I try to open the window to edit system users it comes up blank with a script error popup that gives no information, and I have to shut the window down using the task manager. A few, but not all that many types of buttons and features of web pages fail when using IE, but I have no problems with Netscape. Windows auto updates doesn't function at all, other then the control panel section to turn it on, but it doesn't ever look for updates, and when I click on the direct link to the microsoft update page it remains blank. Any time I try to download a windows update directly from other pages either the function fails, or it request to run the program that verifies my software is legal and that program always fails to function. The Dr. Watsman program that reports errors never opens or works. As you can see I have a few key systems missing, yet 90% of everything else I do works just fine, the problems seem perfectly engineered to prevent them from being fixed, yet I have no reason to suspect a virus since I scanned my system with two anti-virus progs; So I was wondering if anyone had any ideas about how to fix this or had seen this before.
