Trying to wipe system clean and reinstall windows 98...

I am trying to wipe my system clean and reinstall windows.  It seems to be stuck in dos mode.  When I COULD get to windows it was only 16 colors...so I have burned a disk to fix that but first I must reinstall the windows 98 disk.  I need a command to put in that will let me do that.  I did this once before with a dell representative over the phone and all he had me do was put in a command.  Does anyone know the command I can use to completely wipe clean and start new or whatever I have to do?  Here is my system info.  OptiPlex GX100

You'll want to format the drive first, which can be done using a Windows 98 (or WinME) boot floppy.  http://support.dell.com/us/en/kb/document.asp?dn=1011783  You would then type "format C:" at the A:\ prompt, and press Enter.  Remember that all data currently on the drive will be effectively obliterated at this point.
