Why won't windows firewall turn on?

I installed windows sp2 through the microsoft update site.  The windows firewall won't turn on.  I get a message that says "Network administrator is using group policy to control settings"
 
Apparently, when I set up xp home edition it automatically treats my one, stand alone pc as part of a network.  Can this setting be changed?
 
Should I dump windows firewall as useless and try something else?
 
Please help!

usually norton/mcaffe/sophos will dissallow access to turn windows firewall on. besides windows firewall is very rubbish, doesnt protect you from anything... firewall burney....

That would make sense because I just uninstalled norton antivirus and firewall programs.  Any way to check my security settings to re-enable ability to turn on other firewalls?  Sorry to be a nuisance...
