computer locks up with incoming phone call

We have a V92 modem on a Dell Dimension 8300 which should allow us to receive incoming phone calls while on the internet. We have gone to the Phone & Modem options and the "disable call waiting" box is not checked off. We have the NetWaiting software turned on, (the NetWaiting  logo etc. comes on when you first log on) and we have the settings for it set for "screen all incoming calls and prompt user". But whenever someone tries to call us, the screen locks up on whatever page you are on, and the NetWaiting window never comes on the screen, we are not notified we have a call and we have to manually turn off the pc and start over. We have MSN9 dial-up service and have talked to them but no solution yet. I have been testing it by calling with my cell phone while I am on the internet, but others have tried to call on the regular phone and can not get through.

I did a Google search for MSN support + V.92.. It appears that MSN may not support V.92.
The NetWaiting application is made for use by Conexant (if your modem is another chipset, it may not work) and requires that the ISP support the MOH "modem on hold" features. 

It may also be freezing if the caller ID settings don't match. (Meaning - your PC is set up to expect a caller ID signal, but only gets a call waiting signal, no CID from the telco... or... its getting the signal, but isn't expecting any because the program isn't set up to recieve it.)
 
Did MSN support specifically address whther your local dial up access point supports V.92? 
I remember the AOL rollout of 56k services - it was a nightmare trying to figure out which modems in my area were set up for which versions, and reconfiguring my setup every few weeks until everything was uniform.  Check to see if the number you are dialing is setup to support this - it may not be 100% implemented yet.

Just to clarify; when you say "others... cannot get through..."  Do you mean they hear a ring , but you never pick up, or do they get a busy signal?  If they get a busy, that may mean your telco isn't handling your call-waiting properly, or you don't have the service turned on.  You probably are paying extra for Call Waiting, so check into that if applicable.
