restrict user account downloads

I am the administrator for a home computer that has several users.  I would like to have the computer set-up so that any user (non-administrator) account can't download programs or files from the internet.  I am trying to block viruses or music from being (illegally) downloaded to my computer by my teenage relatives.  How do I do this?

Help &Support says for Limited account;
Generally cannot install software or hardware, but can access programs that have already been installed on the computer.
 
For Guest account;
Cannot install software or hardware, but can access applications that have already been installed on the computer.
 
I assume the other users have Limited account so can they download software using Windows Download Manager. ?
