In an infinite on/off loop when we turn it on
When we are turning on this computer, the light flashes on the power button, then a green light very briefly comes on the front of the machine, and then it turns off and tries again. Can't get to the BIOS or anything to run setup. Any idea what might be wrong?

could be motherboard is dead. but to be sure still need to go through No POST diagnostic procedure.
reset CMOS jumper on motherboard. remove CMOS battery and drain system power by pressing power button for 15-30 sec. replace battery or get a new battery.
you did not say your Dell pc model and form factor.
