Studio XPS 8100, won't boot

A friend has an XPS 8100 that had been running Windows 10 with no problems. He normally turns off the pwoer when he's not using it. Last week he turned it on and "it wnet through the usual but instead of booting Windows, it just gave me a screen that blinked."

Assuming that the drive has gone bad, and that I can get the documents, pictures, videos, downloads folders  copied by booting a Linux OS off a CD, is there anyway to fix Windows 10 on the computer?

We need more details...

  1. What does "a screen that blinked" mean? A black screen with white blinking cursor or...??
  2. If using a power strip or surge protector, remove those and connect PC directly to a working outlet
  3. What color is the power button on front of PC and steady or blinking when PC won't boot?
  4. If there's a power supply LED on back of PC, is it lit (or blinking) when PC won't boot? 
    WARNING: Do NOT change the voltage selector switch when the PC is plugged into the wall
  5. Do you hear the fans spin up?
  6. When was last time the motherboard battery was replaced?

Too soon to consider a failed hard drive...
