it depends what your future plan is. do you plan to stay put w i7-4790, upgrade to 4790k on the same motherboard, upgrade to 8900 motherboard in the same case, or move to a whole new machine? buying a faster gpu gives you some future proof, although the future horizon is always moving.
based on bottleneck calculator, GTX 1060, 1650, rx 580 are close to perfect match for i7-4790 (0%). the faster GTX 1660 is still good (9%). anything <10% is not considered bottleneck.
according to calculator GTX1080 will be mildly bottlenecked by i7-4790 (14%). but it has better future proof. recommended system power is 500W. 8700 stock psu is 460W.

GTX 1660 should work if bios is updated to current. Non Dell cards will require secure boot OFF.

I put in a Corsair CX750M (but a 650M would have worked just as well) and a Zotac GTX 1080 Ti Mini 11GB Graphics card. Very fast now.
