XPS 8900 hang at startup

Try connecting a mouse.

Dell BIOS' are really picky about missing peripherals. I remember running my Optiplex 9010 out in the open and it gave me errors about the front panel missing (since I did not bother to plug it in).

I get a hang at the dell logo once the blue bar loads 100%. When I restart and press F2 or F12 I get the message that 'Setup is starting' or 'Preparing boot menu options' in the upper right corner, but the bios never loads, it just continues to hang with the message in the corner. 

I have only the keyboard and monitor plugged in. 

Thinking there was a bios issue I removed/reset the CMOS battery, but still the same problem. 

Anyone know what this is?

This is what I would do (Not an expert but worked on other systems)

Unlug power cord from socket. When unplugged, push power button (gets rid of remaining power)

I wait 10 minutes then plug it back in and try to boot

(Don't remove CMOS battery at same time).
