XPS 8900, won't boot on first attempt
Windows 10
I install this :Seagate Barracuda 2TB Internal Hard Drive HDD – 3.5 Inch SATA 6Gb/s 7200 RPM 256MB Cache 3.5-Inch – (ST2000DM008/ST2000DMZ08). But, it doesn't boot at first try when cold, boots the second try. The Seagate sites says something about bios setting. please help

How did you load Windows on the new HDD? Did you do a clean install on the new HDD or clone the original HDD onto it? Either way, if the original HDD is still installed, have you tried disconnecting it from the motherboard?
Reboot and tap F2 to open BIOS setup. Make sure Windows Boot Manager is first on the list of boot options. Be sure to save the change, if you made one, before exiting BIOS setup...

@thadoctur What happens when the PC does not boot on the first attempt? Does the monitor display the Windows start screen with the spinning circles? Can you describe what you see on the monitor?

I see Windows boot manager box is checked. is this the right area under Boot Sequence? Boot list option Legacy and there's UEFI ..checked. what to do from this point? thanks

Monitor remains black not window or Dell logo. No progress circle etc. Blank screen. thanks

@thadoctur It concerns me that you don't see the Dell logo during POST (Power On Self Test) when your PC does not boot. POST occurs before the hard drive is even accessed. The only thing I can think of that may cause this to occur is that something on your motherboard is failing such that POST does not run the first time you power up your PC.You could disconnect all your drives, but POST should run and your should still see the Dell logo.

@thadoctur - Have you tried clearing BIOS and installing a fresh motherboard battery? I'd do this before going any further, if nothing else than to rule the battery out:
And if you have an add-in video card, the monitor should be connected to the add-in card, not to one of the onboard Intel UHD Graphics ports.
EDIT: What type video port are you using on PC and what port on monitor? And are e you powering monitor on ~3-5 sec before powering PC on?

New battery. CR2032 3-volt coin cell battery fix the issue. Thank you all.
