XPS8930 - 4x Amber Blinking Light

Have a XPS8930 and tried preforming some upgrades to maximize gaming potential for what I can do.

Installed a 850 Evga PSU and tested to make sure everything worked with original stock components. It did. Then upgraded cpu from i5 to i9 9900k added 2 16GB Corsair Vengeance Pro RGB sticks, and 2080Ti GTx MSI graphics card(which took up basically 1/2 the case). Obviously I know these configurations are pretty heavy duty from where I was at. But, the Pc powers on and stays on I hear a short POST beep 

But, I get the 4x Amber blinking light on power up. I read some others having this issue and I know dell says it’s a memory or RAM failure. I reseated new memory in matching dimm slots 1 and 3 - or 2 and 4. Tried only leaving 1. No dice. I reseated new CPU and removed some extraneous thermal paste. I know cooling system isn’t the best for my new components currently. But, I reseated cpu, removed CMOS for about an hour and added old RAM back, and disconnected Graphics card and it booted to Front I/O Cable failure in BIOS which I bypassed and booted to windows. powered off to put new RAM back(Corsair) in and this time I booted up and got the 4x amber blinking light again. Powered off and tried to put old RAM back in and same result 4x blinking amber light.

What might be the issue?
