XPS 15 9670, USA to Dubai, no support

I had purchased XPS 15 9670 in the USAs about a month ago Dec 2018. Later I  moved to Dubai. I have an issue with my display driver. I contacted DELL UAE for support but they refused to help me. They asked me to refer to DELL united States where I originally bought the laptop.

I contacted DELL USA 5 times. Each time Dell agent give me another number contact. After one hour of trying, your technician, OLiver, refused to help me! He said I must be physically present in the United States after one hour of Long distance calls! Can you advise me who in the world can help me get my machine fixed? DELL DUBAI? DELL USA? I am a businessman and I am always on the road! This is the worst technical support service I have ever received! If I could return my laptop now, I would. But I would not allow any of our 10k+ employees to purchase DELL products. If DELL doesn't want to support its products, let me have my money back.
