Dell XPS 12 9Q23 Overheating

Good afternoon, I recently took a Dell XPS 12 9Q23 ultrabook from my friend and ran into one problem. The i5-3337U processor 45 degrees on desktop when playing some old games the temperature rises to 65-70, and then to 75 (CPU is 55% loaded) Is this normal for such a processor? I disassembled it, blew it, cleaned it, changed the thermal paste to MX-4, the fans are spinning (checked with SpeedFan)

Operating system Windows 10 Home 64 bits, the driver took from the official site

Previously, there was a Windows 8.1 processor also heated 

What could be the problem?
