Dell XPS 13 9360 Heat issues

I am experiencing heat issues with my laptop when I'm am doing nothing. My CPU is at 83 degrees celsius at idle which seems abnormal and when in application with video it goes to 92 degrees celsius. When I am playing low graphic games like minecraft the cpu temp reaches a crazy 96 degrees fahrenheit. I'm am not expecting this to be able to run games but while this is at idle it goes to abnormal temperatures. Also there seems to be no air coming out of the exhaust fan vents (they are located between the top of the keyboard and bottom of the screen). Also my cpu is always clocked at its max (3.08 ghz) which is weird.

If the system has never been cleaned internally, start there - all it takes is a thin layer of dust to insulate the heatsink assembly, preventing it from doing its job.

You might also run the Dell diagnostics (F12 at powerup) to verify the fans are working.
