Dell XPS 13 9360 Laptop Display Static/Flicker/Freezing
The display on my Dell XPS 13 9360 laptop is experiencing static/flicker/freezing after start up. The laptop has not been dropped or exposed to moisture. I would appreciate any thoughts on how to address:
Model: Dell XPS 9360
8 gb ram
256 SSD
Intel i7-7500 @2.70
13.3 QHD+ Touchscreen 3200x1800
Diagnostics/Steps Already Performed:
- Updated BIOS
- Updated All Drivers
- Ran Dell supportassist software (complete with no alerts)
- Ran Dell Monitor Diagnostics selftest (BIST)
- Ran Window’s restore
- Ran Video Card hardware test (passed)
- Ran system board hardware test (passed)
- Ran touchscreen hardware test (succeeded at all steps but ended with FAIL without annotation)
- Booted into Safe Mode (issue exists, static)
- Booted into BIOS Mode (issue exists, static)
- Connected to external display via USB (issue DOES NOT appear to exist on external screen)
- Issue does not get better or worse when moving screen or body
Next Steps?
I have tried all the troubleshooting that I can think of without success. Any thoughts are greatly appreciated! In boot mode only static exists but in full mode experiencing static/flickering/freezing. Thanks in advance.
Note:

Screen flickering in Windows 10 is usually caused by a display driver issue or incompatible app. To determine whether a display driver or app is causing the problem, check to see if Task Manager flickers. Then, based on that information, you'll need to update, rollback, or uninstall your display driver or update or uninstall the app.

As detailed in the original post, I already tested in task/boot mode, did a full roll back, updated drivers and uninstalled all apps. Issue continued.
Are there any other suggestions based on the detail in the original post?

FYI. It turned out that, in my case, the screen was the source of the issue. I ended up ordering a replacement screen and installing it myself. A few stressful moments during installation but after replacing the screen everything works great.

I am experiencing excatly same issue.
I have attempted all troubleshooting available but no good.
Can someone please provide a solution for this.

I'm having exactly the same issue. May I kindly ask where you bought the screen replacement and how much you paid. My xps is 2018 and I don't want to invest too much to keep it going.

I purchased the screen from Amazon for @ $200. I watched a few Youtube instructional videos and installed the new screen in about an hour. A little nerve racking but the laptop is now like new saving me $1000 I would have spent on a new one... Good luck!

Today my laptop (xps 13 9360) started doing the same thing described by the OP. It wasn't dropped or bumped, was fine when I shut the lid but not a few hours later when I opened it.
I get horizontal "static" on the Dell boot screen, in the bios, and in Windows 11. BIST is ok - no static there, BIOS diagnostics are fine. External monitor via HDMI to USB hub is fine. Updated bios, reinstalled video driver, installed windows updates, but no change.
I opened up the laptop and the LCD ribbon looks fine. Unplugged and plugged it back in, in case it wasn't properly seated, but no change to the static.
Is the consensus that the problem is with the display, and a replacement is needed to fix this issue?

Sounds like you performed the correct troubleshooting - If the ribbon connection is seated, the bios is current and most importantly the issue does not exist on the external monitor then it's likely the screen. Replacing the screen fixed the issue for me but it would be helpful to hear from other posters how they resolved the issue. Good luck.
