Dell wd19tbs HP Spectre 15.6 inch problems

I am having issues with the dell Thunderbolt dock and it seems to work fine with every other computer I have being Dell XPS 15 9510, Asus Rog Zephyrus duo 16(AMD processor no thunderbolt ports but works with USB 3.0), HP Spectre X360 15.6 inch eb-00053dx and an HP EliteBook. All of which have at minimum either USB 3.0 or Thunderbolt 3 ports but for some reason on my it does not power on instead the light showing power being delivered on the USB C connector flashes on and off every few seconds and my computer goes black screen trying to display the picture. I am not sure why it does this my drivers are updated and I have had the docking station replaced via RMA before and had the same issue. For context previously I had a D6000s which worked fine with my HP Spectre and other laptops as well does anyone know why this specific laptop would not work with the docking station?
