WD19 / WD19TB HDCP 2.2 support
So according to the specs both the WD19 & WD19TB support HDCP 2.2: "Dell Thunderbolt Docking Station WD19TB supports HDCP upto HDCP 2.2" "Dell Docking Station WD19 supports HDCP upto HDCP 2.2" My question is over which video outputs? I'm hooked up to a Dell U2718Q over DisplayPort. Notebook is a Dell XPS 13 9380.

jimaah,
Right. All in the chain have to support HDCP 2.2 for it to work. So check all of the hardware listed for references to HDCP 2.2.

jimaah,
* Go here, "How to Use and Troubleshoot Dell Docking Station WD19" =

* Open Troubleshooting section
The HDCP content is not displayed on the attached monitor
Note: The monitor/display connected to the docking station must support HDCP 2.2
Dell Docking Station WD19 supports HDCP up to HDCP 2.2

That's what I pointed out in the original post.
I have a Dell U2718Q (which is HDCP 2.2 compliant) monitor which I tried attaching over DisplayPort & HDMI to to the Dell WD19TB dock. I also have a Dell XPS 13 9380. Everything has been updated and I mean everything.
Despite spending all this time in doing this I cannot play 4K Blu-Ray content on the U2718Q.
Cannot play = PowerDVD 18 Ultra telling me something is not HDCP 2.2 compliant and refusing to play a 4K Blu Ray disc

jimaah,
Download/install the ArcSoft HDCP Compliance Test tool to your windows desktop. What are the results for HDCP?

Can you check with engineering on this? Perhaps they can advise what was tested and what I need to get this working?
I did try the CyberLink advisor and that gave me the green light. The Arcsoft advisor is pretty old so I wouldn't trust that.

jimaah,
I have sent your request to the engineer and he will reply back to me. Once I get his response I will let you know.

@jimaah just to check, have you confirmed that you can play a UHD BD on the internal display? The reason I ask is that the list of requirements for playing UHD BDs on PCs is exceedingly long and complex, and there are a lot of possible failure points, so if you haven't already, you should test whether your system can play a UHD BD on the internal display to see if the problem is in fact isolated to the dock and external display setup. If that works, then one option for isolating the dock would be to test playback while your display is connected directly to the system using a USB-C to DisplayPort cable/adapter if you happen to have one.

Yes it can play 4K Blu-Ray on the notebook screen.
I'm awaiting a reply from your colleague as to whether the advertised WD19 / WD19TB HDCP 2.2 support is in fact a typo.
Asking your customers to QA released products is not on.

@jimaah I'm not sure what you mean by "my colleague". Dell Rockstars are individual contributors and are not the same as Dell support reps. The latter all have DELL as the beginning of their username.

Do you not both work for Dell?
