XPS 13 9310, Turbo Boost status cannot be changed in BIOS

Hello to everyone. I have created my account in order to share how I managed to enable/disable Intel Turbo Boost.

First some introduction with my case. I have 2pcs Dell XPS 13 9310. First one doesn’t have any issues with disabling/enabling all functions possible inside BIOS (current BIOS version 3.7.0).

When I bought the second unit first thing I did was to upgrade all drivers and BIOS as well. My current BIOS version is 3.7.0 and system is running on Windows 11 Pro. As the issue (which officially as per DELL is not an issue but I am really in doubt about this) of the flashing charging light when the laptop is connected to charger and Turbo Boost kick in is really annoying I wanted to disable Turbo Boost from BIOS. And then I realized that it is not possible and when I toggle it "off" it returns to "on" position again. In fact, after spending some time inside BIOS, I have noticed that as well is not possible to change the options of "Intel SpeedStep", "C-State Control", "Intel Hyper-Threading Technology" and "Intel Virtualization Technology" (maybe I am missing some other option as well). As my other unit does not have these problems I have started searching in Internet if there is any solution. As I saw - there was none. After some BIOS update onward these options could not be changed.

This get us to the solution which accidentally I have found that worked for me and I hope can be helpful for someone else as well. I have downloaded different old BIOS versions (3.6.0, 3.4.0 and 3.2.0) from DELL site and tried downgrade the BIOS by executing the downloaded "exe" file from Windows. I have noticed that during the Downgrading of the BIOS everything went normal except when "Sending Intel(R) Management Engine Firmware Update" process was completed after it appeared message "ME Firmware Downgrade was not allowed" and then "ME update failed". Maybe this is the reason why after the Downgrade process is completed and Windows is started in the notification panel appears message that Restart is required in order to finish with the update of BIOS 3.7.0. Once the system is restarted automatically BIOS Update is performed and BIOS is reverted back to my current version 3.7.0.

And finally we are getting to the moment how I have managed to disable/enable Turbo Boost. The only BIOS version that has worked for me was 3.2.0. So, I have started downloaded XPS_13_9310_3.2.0.exe from DELL site and restarted the system. Downgrade process started and again "ME update failed" appeared. Once the Downgrade was completed and system automatically restarted before Windows is booted by pressing F2 I went into the BIOS. And now the options which was not able to be changed (including Turbo Boost) now already was possible to toggle on/off. I have disabled Turbo Boost, system restarted, Windows loaded and message that Restart is required in order to finish with the update of BIOS 3.7.0 appeared again. I have restarted the system, automatically BIOS Update was performed and BIOS is reverted back to my current version 3.7.0. After this when I entered the BIOS the situation was again same as in the beginning - some options could not be changed. Only that Turbo Boost have remained in off position. I have repeated the procedure (Downgrading to 3.2.0 - After Downgrade completed and system restarted before Windows boot enter into the BIOS - change Turbo Boost setting - boot into Windows - restart - automatic BIOS update performed) and it again worked - changed setting was saved.

I hope above written could help to anyone and will be really great if someone experiencing the problem that cannot enable/disable Intel Turbo Boost try it and give his feedback.
