XPS 13 9360, Asks for BitLocker after Update
Summary:
Hello, I’m running into BitLocker issues and need help coming up with a different solution to try before I consider completely resetting the PC and losing all my files.
Background:
I turned on my personal laptop (Dell XPS 13 9360) and get the BitLocker blue screen. I’m assuming it’s due to the recent Dell update since I didn’t do anything dramatic the day before.
The current error message says “BitLocker needs your recovery key to unlock your drive because Secure Boot policy has unexpectedly changed”.
On the next screen, I do have a “Recovery Key ID (to identify your key)” and FWIW the drive label states “DESKTOP-#######”.
I have also poured through forums and tried most everything.
What I’ve Tried:
No, I don’t have a 48-digit BitLocker recovery key.
I’ve never set one up, never saved it somewhere or on a USB drive, nor printed it out.
No, I didn’t find the recovery key after attempting to follow Microsoft’s published instructions - logged onto my Microsoft and Azure accounts but i receive “you don't have any BitLocker recovery keys uploaded to your Microsoft account.” FWIW, my device is listed there.
BIOS Screen:
I initially attempted to Restore Settings and tried all four options: BIOS Defaults, Factory Settings, Last Known Good Settings, and Custom User Settings. None worked.
I’ve also attempted the following steps (with no luck) -
- General > Boot Sequence > UEFI > Apply
- Security > TPM 2.0 Security > Enable > Apply
- Secure Boot > Secure Boot Enable > Enable > Apply
I’ve tried disabling above, restarting, then enabling, restarting and it does not help.

I realize it shouldn’t work, but wanted to try and it says cannot be performed because volume is locked
Dell-specific Options:
I’ve tried the following screens / steps -
Reset this PC > Keep my files > Cloud download
Error message = “Unable to download. Use local reinstall”
Reset this PC > Keep my files > Local reinstall
Error = Brings me back to previous page
Advanced Options > Startup Repair
Error = “Startup Repair couldn’t repair your PC”
Advanced Options > Uninstall Updates > Uninstall Latest Quality Update
Error = Brings me back to previous page
Advanced Options > Uninstall Updates > Uninstall Latest Feature Update
Error = “Ran into a problem and won’t be able to uninstall latest feature update of Windows”
Advanced Options > Startup Settings
Error = “Must enter recovery key to access”
Advanced Options > System Restore
Error = no restore points created on computer
Advanced Options > System Image Recovery
Error = no system image found on computer
Factory Image Restore > SupportAssist OS Recovery
Repair > Requires BitLocker recovery key
Recover > Requires BitLocker recovery key
Scan Hardware > Battery an issue was detected
Message states, “We detected an issue with your battery. Try removing anything that might obstruct or clog vents. If that doesn’t work, update your computer BIOS, restart your computer and run the hardware scan again.”
I’ve cleaned my battery charger. Battery is @ 100% and also unplugged, replugged from overnight. I run the BIOS updates and scans again. Same message.
Any advice on next steps? Buy a new battery charging cord? Or actually crack open the laptop back cover to remove the battery, clean it, and put it back in?

Excellent point sir! Ok, to wrap up my story in this thread. After the 2 hours, the PIN worked, I got in and copied the data to a thumb drive, did a Belarc report (like an inventory of hardware and software keys), and printed the security key (numerical). Then, at first reboot, it automatically updated the BIOS and hit me with the blue BitLocker screen again... BAM!
So, I used the key that I printed and all is good in the digital world. After that, it boots straight through every time. I also updated all the "additional driver downloads" and rebooted a couple of more times for safety's sake. Still good. So, for those following this thread, I hope this will benefit you!

Just tried to take out my battery and reconnected it but that also did not work. Frustrating to say the least.

I have the exact same problem and I'm not tech savvy with computers. All this happend after the firmware update. Can anyone summarize what has worked in simple terms? Can dell help me with this issue?

I’m not a tech person either and am losing hours and hours trying to figure this out. I appreciate all the helpful suggestions. It’s 4 am on the last day of my vacation and I’m still locked out of my laptop.

Unfortunately, getting another Dell Support opinion didn’t help. I mentioned the numerous things I attempted in the last couple of days. The operator only focused on confirming the Boot Sequence was UEFI and was’t interested in the BIOS downgrades/refreshes I tried. Again, I’m no expert and am thankful for what @jphughan (and others have already done) since it seemed to be more in-depth.
At the end of the call, the only proposed solution was to do a complete Windows reinstall with no assurance my docs and data could be saved. Suggestion was to have a 16GB+ USB ready (but I recall reading earlier in this thread the reinstall wouldn’t work). I did not do this and they ended up refunding my support purchase.
At this point, I’m buying a new laptop because I need to work. I’m holding out hope I can eventually recover info from this XPS 13.
Best of luck to everyone else! I look forward to hearing other random attempts I can try.

Same problem... . Dell just bricked thousands of computers. PS I don't have a Microsoft account and bypassed it so I do not have a key.

I have been struggling with the exact same issue for the last 4 days. I had tried everything that had been suggested in this thread and others - thanks to all of you that have contributed to finding a solution.
Finally, I resolved this yesterday.
I stress the point that BL had not been manually setup. After trying everything and reading numerous posts, I resorted to logging into all family members Microsoft accounts who previously had access to the laptop. The 48 digit key was sitting in my daughters account. However, it wasn’t that simple to locate! Once logged in, I noticed the laptop was not listed under her DEVICES. Yes, that’s right. Only her brothers games console was listed that she had helped him setup.
For anyone searching, I would suggest logging into any Microsoft account and then opening up a new window with a search string along the lines of ‘bitlocker recovery key Microsoft account’. This search brought up links to Microsoft pages specific to locating the key. When in this section of Microsoft, it automatically picks up your login and the path to recovering the key.
For those like me that 100% know they did not setup BL manually, one way it can be activated is if someone has used the laptop/pc to login to their Microsoft account.

For anyone is still struggling, please try the below steps. I tried everything and was about to give up, but did the below as a hail mary and miraculously it worked. The weird thing is I actually had to boot from the flash drive and run the BIOS update TWICE, as the first time it somehow reverted back to 2.16.0.

I downloaded the dell 2.12.0 bios update.
I made sure bios downgrade was enabled in my bios.
I downloaded HirensBootCD and installed it to a USB stick using the tool on their site.
When complete I copied the bios .exe to the root of the Hiren memory stick.
I plugged that into my laptop and selected it as the boot device.
When Hirens had booted I ran the bios update from the drive.
The bios update (downgrade) installed, then rebooted.
My PC thankfully then booted into windows :D.
I immediately created a backup key of bitlocker, and then turned it off for good.

Had the same issue with my machine, bit good news , with help from people on here, I seem to have fixed it. First download the 1.12 bios update exe to a USB drive. (I'm guessing the .12 is the last update the was pushed in Windows update so likely the last version most people have) Plug in the drive to your Dell and on turning on the machine repeatedly press F12 till you get to the boot menu options. Choose bios firmware flash then select the file you downloaded and begin the firmware flash. It may fail some parts but don't worry. When it has finished hammer the F2 key on boot then go to security and turn off UEFI capsule firmware updates, this will stop the update process trying to reinstall the .16 update . You can now exit and the machine should boot into windows.

Happy for everyone who has been able to get their computer back however, I’ve tried logging into every Microsoft account I’ve ever created with no luck. Tried to downgrade to the 2.12 version using the Hiren memory stick. Nothing has worked and I’ve resorted into buying another laptop to use in the meantime in the event that someone is able to figure out another working solution.

Dell doesn't care about customers, they just want money... If you cannot have access to your files it is your problem... Imagine! They made the mistake and you paid for it.
The complaint is open... It doesn't matter if it takes long, at the end they will have to pay the consequences.

I'm glad I'm not the only one with this issue. Got hit with this last weekend in the middle of work. I will also try everything that everyone has suggested and post back if anything worked. Hopefully we can find solutions for those who are still stuck.
I did find some quirky solutions elsewhere. They didn't work for me, but I'll just drop them here, in case it works for anyone else.

I have figured it out!
I don't know how many people this would apply to, but because I was a university student, I had to tie my device with the school system in order to use its services (internet, microsoft office, etc.). So I had logged into my university onedrive account and lo and behold, my device's bitlocker was there.
I only mention this because I never would have thought that the university would have any correlation because this is my personal laptop. Again, I do not know if this would even apply to anyone at all, but I just wanted to share how I resolved this issue.
