XPS 13 9360, keyboard unresponsive, #2
I have the same problem. When the charger is plugged in and powered, the keyboard stops working. If I unplug the charger from the mains the keyboard starts working again. If I boot with the charger plugged in, then I can't access the bios by pressing F2. XPS 13 9360 QHD Touchscreen. Bios version. 2.12.0 Build 4304.32 UEFI ROM All drivers and Win10 currently up to date.

Returned to Dell and motherboard replaced.

Further to my previous post, If I plug in a USB keyboard, it works in parallel with the built in keyboard. The USB keyboard continues to work whether the power charger is plugged in or not. I have now uninstalled the Intel Management Engine software and updated the Intel Chipset Device Software driver to H41NR-WIN10.1.1.44 The fault remains however.
