XPS 15 9560 whining when moving things on screen

Hi, I have an issue where my new XPS 15 9560 whines when I move windows around, scroll up and down etc. It's more pronounced when the power supply is plugged in but irritating to the point where I don't want the laptop if it can't be fixed. I have updated the BIOS and have the lastest versions of all drivers installed as suggested in various forums but to no avail.

Can anyone help please or is returning my only option here!?
