XPS 17 does not go to sleep

I received a new motherboard on my XPS 17 9700 and installed a bunch of drivers, setup Bluetooth again. All looks good and it's running fine but it doesn't turn off the monitor, neither laptop screen or external screen. I've changed time to turn off the monitor and tested a bunch of values, e.g. 10 minutes,but nothing...
Tried set it to go to sleep, nothing, it's just keeps running with the screen on.
If I close the lid, nothing happens even though it's set to go to sleep...
No Events found!

If I understand the issue correctly, the system is not going to sleep, neither does the monitor that is connected to it, is that correct?
Please do disconnect all the external devices including the external monitor except for the charger and do follow the instructions given in the article below.

Please try the steps (except for the ones you have already performed) and report back
