XPS 9350 bios settings for Samsung 980 NVME
I realized that my laptop's SSD problems might be from not being in ACHI. I wasn't able to use Magician nor the NVME drivers for this reason I assume.

Correct - if Intel IRST/RAID is active, the Samsung software will not function.

I'm unable to get passed System assist from checking my HW and trying to figure out what needs to be enabled to get it ready to reinstall the OS as well as figuring out which is the correct image to DL

There's not much point installing a recovery image from a system that's about six years old -- with a version of Windows that's just as out of date.
You're better off with a clean install of Windows on the system:

It does make sense to me as I'm trying to figure out why things are f'ed up. I'm going to try to TS with the SW and I''m fed up trying to TS this. There is no help in what I have going on, not only that Windows has this feature called, "Windows update" and guess what, it updates the OS to the current version. Bet you didn't know that did you?

No need to. The Dell image updates. As this new install has. Thanks for bringing it up however.
