Do the Dell kits come with three parts: a new GPU built on Dell’s DGFF (Dell Graphics Form Factor) specification; a thermal kit for that GPU (the more powerful GPUs need better cooling); and a more powerful charger.

No. This system uses a proprietary GPU interface -- you are limited to only those cards Dell supplied in that form factor.
The RTX2080 was the fastest GPU released in DGFF form factor and the terminal upgrade for this model system.
