Thanks a lot for your answer buddy! It's my fault, I forgot to mention in my original post that it wasn't a coil whine, it was an actual electronic noise, because it didn't appear on any of my other alienware laptop. After watching many videos of coil whine, I know for sure.

It sounds as though your laptop has what is called "coil whine".

Essentially, coil whine is the audible effect of components vibrating, especially when under high load / high power. Charging might also cause it to happen with components in the charging circuit. It can sound like a whine, buzz, hum, scratching, hiss, rattle or vibration. This happens with many components, but often it's not loud enough for us to hear or at a frequency that we don't hear well.

Unfortunately, you may not be able to eliminate it to your satisfaction. Much depends upon how you use your computer, the acoustic qualities of your room, other ambient noise, etc.

I once had a Netgear router whose coil whine was particularly annoying to me. I found that the volume varied among units of the identical model. I tried two or three other units of the same model in the store, and found one that I couldn't hear. Even though they were the same model, same components and power supply, two or three of them were loudly annoying to me, but the last one was inaudible.

If you are in the first 30 days since the laptop shipped, you can request a return and refund.

Do you find how to fix it? My M16 also has this problem.

Changing the C state in the Alienware m16 BIOS settings will result in a different signature sound emanating from the CPU. This is due to the different power profile having different cooling needs. (In BIOS, Advanced menu, CPU configuration, scroll to bottom, CPU Power Management, CPU C-States, Disable.)

Basically, when I put my m16 on charge I hear this electrical static buzzing noise when you concentrate on the noise without going too close to the laptop. And then when I unplug my charger, the noise is there but it’s a lot less like you would have to put your ear close to it and listen to it. I did notice when I had my wireless Corsair gaming mouse connected through Bluetooth that when I would scroll, the little static noise synchronized with the scroll. Is this noise something to worry about? I did run F12 diagnostic advance test multiple times before and it comes out with a green check on the results.

From your description the Alienware m16 R1 (1/17/2023) has a fault with the 330W ac adapter's (charger) plug DP/N: DA330PM111 and/or the laptop's DC Power Input Jack Plug with Cable DP/N: TWY0C. When buzzing noise is less having removed the charger, the laptop's power adapter port has an electrical short and should be replaced, Installing the power-adapter port. Visually inspect the charger's plug for damage and replace, if required. 

@crimsom​ I checked my charger, and it doesn't seem damaged at all to be honest. I even checked the plug in port that has the small long pin in the middle and it wasn't bent or anything. I contacted dell and they are sending a technician over to replace a part by the input or something like that. The technician is arriving tomorrow. It could be the power input port area in the back of the Alienware. I have had this issue since the day I bought it, and it's been about 5 Months of using it like this. So, let's see if the replacement part fixes it. I also read about the technicians, and I saw a lot of negative comments about the onsite technicians by Unisys. Should I be worried becaus I kinda am.
