Windows 2019 Core installation - OMSA remote admin - Can't connect

So have searched forum and my issue is similar to this, but the last post seems to suggest setting up OMSA remote admin is not possible a Windows Core installation, which seems implausible.

Setup

PowerEdge R340

Windows 2019 Std Core - Hyper-V host

Running OMSA Web Server(10.1.0.0) on a Windows 2019 Std(with GUI) VM (running on different host, same domain etc..)

Issues

On the Hyper-V host, ran the "RunPreReqChecks.exe /s", as per the windows core install instructions. It does nothing, doesn't create the "omprereq.htm" file, or write anything to reg at "KEY_LOCAL_MACHINE\Software\Dell Computer Corporation\OpenManage \PreReqChecks\MN\"

I went ahead ran the installer anyways, and selected every install option except "Server Administrator Web Server" and the "Intel Snmp Agent". It installs without issue and I can see the "dcstore64" and "dcevt64" services are running.

I can't connect to this server from web server admin on the VM, the connection times out when trying to login.

Following various forums I both opened port 1311 and subsequently turned off windows firewall altogether, which didn't fix it.

I have tried running the TroubleShooting tool and again the "OSMA Remote Enablement" test is returning Login Failed - Connection Error. The Port test for 1311 returned a "could not connect to 1311" error.

So am I missing something on the core server, that the PreReqcheck would have caught if it ran or does this just not work?
