I was able to undervolt my laptop using Throttlestop around -125mV last year. Unfortunately, around January this year, my OS got corrupted so I re-installed windows. When I tried to set-up my undervolt values, I can't go past -107mV now, going above these values makes my laptop unstable. Below are the things I tried :
Use an older version of throttlestop
Update bios. I checked it first if the update has a Plundervolt included, none.
Before this, my temps would be around 69-73c, now it' around 70-78c. I think the weather also has an effect since its hot here in the Philippines.
