I have a Latitude 5400 and I am wondering if it has a touchscreen and if yes how do I enable it thanks

You could put in the Service Code on the product support website and it would tell you how that unit was configured. Of course, if you purchased it used, the display could have been changed.
You could go into device manager and do the following:
Enable / Disable Touchscreen
