Latitude 7490 i5 cpu stuck 0.70 Ghz after cold start on battery

Hello,

I`ve following Problem with my Latitude 7490 -->after cold start the cpu stucks at 0,70 Ghz - i`ve allready unplugged the battery for 5 minutes, unplugged bios battery for bios reset, try many configurations in Power Manager but every cold start on battery the cpu stucks @0,70 Ghz - after a hot reboot everythings works fine - i`ve read all post about the same issues on other models and on the same model - but no solution helps on my laptop.....
