I recently upgraded my CPU from the original i3 4130 to an i7 4790, updated the BIOS from the original A04 to A10, and replaced the stock Intel cooler with a Cooler Master Hyper 212 EVO, no other changes.  Now, every time I turn on the power (and occasionally when I restart) I get a black screen instead of the Starting Windows screen after the Alienware logo.  Pressing CTRL + ALT + DEL usually boots to Windows, but rarely a second CTRL + ALT + DEL is needed.  

I'm using Win 7 Pro 64, the video (GTX 760 Ti OEM) and other drivers are up to date, and all sleep/hibernation power options are set to "Never". 

This same issue has been posted all over the net by others, but the complaints include a blinking cursor (mine only blinks 2 or 3 times before disappearing) and there are no solutions posted in reply.  Any ideas on if this might be a simple BIOS setting that needs changing or other suggestions?
