Big problem with upgrading graphics card

Hey guys im on an Optiplex GX260 and i got it from a buddy with nothing more than the motherboard in it... Well wanting to start fresh, i reformatted the machine and added mostly all new parts including an ATI Radeon X800 XT. Now this is where my problem starts. I can run windows and everything just fine but when i try to get into any games, it immediate shuts the game down. Now when i go into the ATI Control center and look at the SmartGart... it tells me that its AGP 4X (not a prob for me, i dont mind its not at 8X) but AGP Read and AGP Write are off and the only thing on is Fast Write. Now i know that this is causing the problem because i have had it before with other computers but that was because i didnt have the motherboard software installed that gave full support of AGP 4X/8X. Do you guys have any ideas for what i can do to fix this issue?? I would really love to be able to play my games and i cant find any driver that fixes this. What i have done: *Updated all drivers to newest *Made sure i have good enough power supply *Updated BIOS *Installed Chipset drivers *Checked for all firmware update relevant to mobo/graphics
