Which version of windows is being used?

Please explain what "USB Points" are, do you mean System Restore?

The photo, shows an USB port.

First try removing and reinstalling the USB controllers, using the following procedures
First remove the devices from the USB ports.
Start > Control Panel > Click Performance and Maintenance > Click System > Click Hardware tab > Click Device Manager Box.
    Expand Universal Serial Bus controllers.
Right-Click every device under the Universal Serial Bus controllers mode, then Click Uninstall, to remove them one at a time.
Reboot the computer, that should reinstall the USB controllers.
Plug in a USB device, and test to check that the issue is resolved.
