CPU Speed

I have a Dell Inspiron E1505 Core 2 Duo, 2GHz and 2 GB of RAM (dual boot XP and Vista Business) . Can anyone tell me when the computer (in XP) not processing i.e. computer just start up and doing nothing, the processor speed should not be at 2GHz? I check the processor speed with TinyResMeter. Thanks.

The system adjusts speed according to the load on it. It will only run at 2 GHz when necessary to reduce heat and conserve battery life. The system is NOT engineered to run at 2 GHz all the time. Though you can force it to do so, you will appreciably shorten the lifespan of the internal components (mainboard, video card, and hard drive) by doing so.
