E5530: Adjusting Fan Speed

Model: E5530

Processor : i5-3320M

BIOS: A15

Mainboard: 91C4N

OS: Windows 7 Ultimate 64-bit

My question is, how do I adjust the fan speed on the Latitude E5530?

I first attempted to adjust the fan speed with the Dell Feature Enhancement Pack, adjusting my Thermal Mode Power Settings to Quiet. No change in speed was recorded by HWiNFO64 (or by loudness); it reported 3200 RPM before and after the adjustment.

Next, I tried the Dell CCTK Configration Wizard, and created an .exe with modified fan settings - the log showed that the fan options are "not available or cannot be configured through this tool". I am a novice to this tool, and am unsure how to properly use the CCTK.

If I'm unable to modify the fan speed, I will have to have it warranty repaired, as it is very loud and disruptive - starting up at only ~50C and remaining on for a lengthy period of time.
