Problem downloading and installing programs

Recently I had my Inspiron 1501 restored to the factory defaults after having several problems with it. I wanted to reinstall my microsoft home and student 2007 but everytime it says that there was an error with the setup and doesnt give me an error code. I also tried downloading google earth and several of the other applications that I had before the restore and they all had problems too. It is off an on what can be downloaded my zune and aim programs worked, but for the zune I had to go to the site to download it, the CD would not work. I wonder if there might just be a problem with the CD driver. Please help me if you have any clue what might be the problem.

    Before you restored it, did you run the extended diagnostic on the hard drive? F12 at powerup.

    I ran the test before I restored it and nothing popped up with a problem. I just ran it again and an error message came up with the code of ERROR: 0146 MSG ERROR CODE: 2000-0146

    The reason for the need to reload the operating system is the same as the reason you're seeing problems installing software - the hard drive is failing.  Replace it with a new one.

    You can use any Serial ATA notebook drive, 2.5" and 9.5 mm as a replacement.  If you do not have a Windows CD or DVD, and are in the US, see below.  Outside the US, call your local Dell office.
