Is the desktop currently connected to the router with an Ethernet cable? If so, there's nothing to install from Dell's CD. TCP/IP on the desktop should be set up to "obtain an IP address automatically".

The notebook says that his local lan is not connected, and that is because the cable is not plugged into the notebook. Instead, the cable goes from the router to the desktop.
I had been fooling around trying to use the printer on the desktop, as a shared printer from the notebook. I don't think the notebook knows about the desktop, and also does not know about the printer. When I add a printer, using the notebook, it cannot browse and find the desktop printer, and I don't know how to come up with an address, like http://desktop/printer/mylaserjet, or something like that.
My experience with routers is pretty light. I thought the router had to go through a special configuration process to assign a name to the desktop.
The notebook is Windows XP Professional, and the desktop is Windows 2000 Professional. Maybe the correct drivers are not present.
I'm thinking of just emailing a word document to the desktop, and printing it there.

If you're not using the Ethernet connection from the notebook, you might just want to disable the Ethernet device from the Network Connections/Properties for the device.
The printer sharing problem is likely either an issue with the XP (or other) firewall installed on the notebook, or a permissions problem with accounts differing between the XP Pro system and the Win2K system. Make sure that the login accounts on both machines match both user names and passwords. XP Pro is considerably more like Win2K as far as sharing permissions are concerned than XP Home is.
