As per your description, most likely to be hardware failure within the monitor. Solutions depend on what your monitor condition is:
What Dell computer and Dell monitor model?
Brand new monitor: Go for the seller and claim for a replacement.
In use for 1 to 3 years: Go for warranty support.
In use over 3 years: Can be fixed by parts replacement but may not be cost effective. It may only extend it's life a year longer. Consider buying a new one.
In use over 10 years: You know what to do, dude.
In use over 20 years, and it's a CRT actually: Take a picture and post here to share.
