I am writing this email with great pain and disappointment that after spending Rs. 1,75,000/- on a Dell AIO Optiplex 7780 which also included a 5 Year Prosupport Plus and Accidental Damage Service. If this is the way ProSupport Plus Support customers are dealt with, I can't imagine what the ETA is for Non-ProSupport customers. My System has Intel(R) Core(TM) i9-10900 (10 Cores/20MB/20T/2.8GHz to 5.2GHz) processor; with 64 GB RAM, nVidia GeForce GTX, and 1TB SSD (M.2 PCIe NVMe Class 40) running Ubuntu Bionic.So, as you can see, it has a decent configuration.
I contacted Dell Support and reported my Fan is very noisy. I had to be a part of numerous long troubleshooting calls, and during that process I was transferred to many Technical departments without providing an "actual" Technical help.The initial fix was to Upgrade BIOS, which did not resolve the noise issue. Another fix was to disable the trademark features of Intel TurboBoost and SpeedStep features which were enabled by default. When asked about the reason for disabling, the engineers didn't have any explanation. Just insisted, it'll resolve the issue with noise and optimizes system performance. I am not a Computer Hardware expert, but a quick Google search says, both these features do impact the processor performance and are recommended to enable.
The Support engineers, including the Floor Supervisor, absolutely had no clue how to resolve this issue. The "Floor Supervisor" when joined the call, after I keeping me on hold for 12 minutes, says, the loud noise is NORMAL and it is "working as per design"I am completely lost and really unhappy with Dell Support and system performance.

I have the same problem with my new Optiplex 7780 AIO, my colleagues call me hoover man when we are on a call as that is what it sounds like. Studpid design.
While the noise if incredible annoying, my second problem make the PC effectively junk. When on video calls, the person I am talking with cannot hear me as I break up intermittently - i.e. my speaker drops out! - I know the problem is this PC because my phone and tablet never experience this problem the same wifi network, and almost every call on this PC results in this. So now all my work meetings are on my phone due to the original problem - from the extremely annoyed, feeling like a and I don't like being called "hoover man"
They replaced my fan and secondary hard drive. Had two different techs here. The first one that did the fan thought then it was the hard drive spinning. Tech that did the hard drive said its definitely the fan and probably nothing you can do about it. He said its most likely a bigger fan since I have the i9 chip.
haha! Given they said that turning off the "Intel TurboBoost and SpeedStep features" would optimize performance (previous post) then either intel are doing some reverse plays on the English language where "Turbo" and "Speed" are negative things.
Based on this and your post, I will not be surprised when the tech tells me it is the spinning of my harddrive (which is solid state) that is causing the noise.
I'm kid you not, I am sitting here now wrting this in a room at 18C and my task manager indicating CPU usage at 1% and the bloody fan is running - NUTS. STUPID DESIGN
I bought a Dell Optiplex 7080 Micro (Intel i7-10700T CPU, 16 GB RAM) and have the same problem with a noisy fan. Even with a moderate system load of around 20% or more, the fan turns up as loud as an aircraft turbine.
When I called the Dell support hotline, I was also advised to deactivate Intel's TurboBoost and SpeedStep. The Dell support staff did not want to offer me any other solutions and said that I would have to live with them.
I then submitted a support case via the Dell website, based on which the fan was replaced on site. As expected, however, nothing has changed in terms of the loud fan noise.
The thermal design of the Optiplex Micro PCs is unfortunately really badly implemented. For this reason I cannot recommend the purchase of a Dell Optiplex Micro PC to anyone.
If someone has found a way to get the problem with the loud fan under control, I would be very grateful for a hint.
