PC Upgrading for programming and run fast smooth any time
If you all know that the parts of PC which runs the computer fast and run without hanging so tell me those parts of pc which make PC smooth for programming internet using
I cannot agree more with the previous response: the SSD will make all the difference in the world.
However, before upgrading the CPU, I would seriously consider adding 4 GB or RAM, for a total of 8 GB. Windows, even in basic tasks these days, can be quite hungry. Even just browsing the internet and editing documents I'm constantly using more than 4 GB on my machines.
240GB SSD ($30 - keep the 500GB as a data drive) 8GB DDR3 ($20 for additional 4GB) Leave the CPU alone. (too much work and money for too little return - i.e. i7-2700 = $100-$200 used)
If you're looking at upgrading the CPU, you would be much further ahead to just buy a newer system from Dell Refurb. Right now Dell is selling Optiplex 7020 refurbs with a Core i5 Quad (i5-4590) 3.30 GHz for $159. A much, much, much better deal than upgrading your CPU.

Have you considered installing an SSD ? This will make the biggest improvement to the responsiveness of any PC.
Samsung 860 evo and Crucial MX500 are popular and should work with any computer. I've never had any issues with Crucial SSDs in my various Dells.
You have not said what model of 9010 you own - SFF, DT or MT. You will need to consider how to mount the SSD inside the 9010.
Later, you could replace your i5-2400 with an i7-3770 cpu - fastest cpu for 7010/9010.
