T3500 KEEPS SHUTTING DOWN

When i start my T3500 it powers up but and the 1 & 2 leds are on and the it shuts off. The led for the hard drive is on and after a few seconds it shuts off. I have tried different memory different vid card different hard drive. I looked this up and it said there was a system resource configuration error. I have no idea what that means. Can anyone Help?

You cannot use PCI-E 1.X cards nor can you use PCI 2.0 or 2.1 cards.

You must use PCI-E 2.0 cards or conventional PCI 2.2 or 2.3 cards.

    5v cards are not supported.

Power supply may also be bad.

Shutting down indicates power and overheat issue.
