Dell Precision 7730 GPU Upgrade
I recently bought a Dell Precision 7730 with the I9 8950HK and the AMD Radeon Pro WX4150 GPU. It has a single stick of 64GB DDR4 RAM. THe thing is that it is bad at rendering somehow. It takes too long, even with no storage issues, which would make the OS run slower, causing Blender to run even slower. I am considering upgrading the GPU to something more substantial, which can support Blender to run on the main screen, I usually have my setup fora reference on a 2k display, and a drawing tablet with a display. Without these displays, it still takes a long time to render, and I also want to play triple-A title games without the laptop bottlenecking me. Please recommend a safe GPU to swap in, which won't cause heat issues but still works better than how it is right now. It is working all well, but I just want it to work for what I need.

No, The Quadro P5200 is not too weak when pairing with the CPU. The i9-8950HK and NVIDIA Quadro P5200 will work great together on Quad HD resolution with minimal bottlenecking on general tasks.
Although the Quadro P5200 is older, it does better than the RTX 3050 mobile in aggregate performance score.
Certainly, a new workstation is the best option if it's an open choice.
Yeah, but if I can get my hands on the Nvidea P5200 for less than $300, it's a better investment. Also, I looked on some blogs and saw that it's risky as the bios won't be able to control the fan speeds during post or change its speed profile. If I do want to upgrade, other than the heatsink being new, is there any other step I need to take?

According to the system graphics specifications, the highest performance graphics card that was tested and validated for this system is NVIDIA Quadro P5200.
For upgrade, you may also need a proper heatsink for the Quadro P5200
