Regarding the referenced update file - the installation of this file is causing my Dell Support Assist program to have issues in searching for further updates.

The program initially finds the Windows Universal Application program and asks to install it.  After installation and retstart, upon the next search for updates, the program once again finds the SAME Windows Universal application file and says it needs to be installed.  Upon installation the second time, the Support assist program gives a "system busy, try later" message every time upon asking for an update search.  EVERY TIME!  

In the update history section, it lists an ERROR in the list, for every time an update search was performed.

Removing and re-installing the Dell Support Assist program allows the program to search for updates.  Unfortunately, it finds the same WIndows Universal Application file and wants to download it.

There is SOMETHING WRONG with this file and it needs to be corrected before installation.
