Internet Options is suddenly restricted on my machine.  It keeps telling me that I have to contact the system administrator when I run IE as the administrator!  Can't open from the start menu either and when I try as another user it still doesn't work and I don't even get the message that tells me that I have been restricted.  Have had endless problems with this computer and it is only a month old.  Contacted Dell on the phone before as got BSOD 9 times in the first 2 weeks. It isn't crashing anymore, but now this. Have run full scan with McAfee and it can't find anything.  Any help would be appreciated.  Am close to giving up and returning laptop to full factory settings.
