Windows XP system restore setting is not holding

Dell Dimension DIM4600   INTEL(R) Pentium 4 CPU  2.80 Ghz 512 MB of Ram

Reinstallation Cd is Microsoft Windows XP Home Edition Including Service Pack 1a  

 

The setting to monitor hard drives not holding on System Restore.  When I turn off

the PC and  the next time that I turn it on, the System Restore has reset to disable it.

 

There is enough free space.   There is confirmed idle time for it to run.

Windows management Instruentation (WMI) is automatic and running.

The Task Scheduler is automatic and running.

Framedyn.dll exists in WINDOWS\SYSTEM32

I do not have "Statemgr" on my system.

I have tried re-installing System Restore ---- no luck.

I have tried running Windows XP repair, but it keeps asking me for Service Pack 1

 

I have spent hours researching this problem, with no luck.

Any help and direction would be greatly appreciated.
