have blue screen and cursor only. Wife couldn't get windows to respond to anything except cursor movement. She finally got a spinning circle and a message that windows

was not responding and a cancel box. She cancelled and know we have a blue screen and cursor only and it alternates to a black screen and back to blue. How do I fix?
