R50L Can't add users

I've purchased 24 brand new R50Ls and fresh out of the box, I cannot add new users to these systems.

From Thin Client Users, I only get the option to Edit Users, nothing else.

I've downloaded and flashed the firmware from the latest version, however that hasn't changed anything.

Any ideas?
