Wire Transfer Payment
I live outside the US and I would like to place an order using a wire transfer payment method and ship to a freight forwarder company address located in California to export the laptop to my country.
because I have an international card and DELL always rejects it. I would like to ask if I can complete my order through wire transfer?

No, it's not possible. See #11 in the terms of sale:

You are better off buying locally (and beware that buying a system not sold in your market will result in your owning an orphan - no support locally). Any problems you might encounter would require returning the system to the US for service or repair.
