Area-51 R2, hangs at boot menu when rebooting

When I restart or try to go to the boot settings, the computer will freeze at the first screen with "Alienware Area-51 R2 Bios Version A14" on a small loading bar. If I turn off the PC completely, it will boot into Windows and start as normal, but every time I restart from Windows or the OS selection screen, it does this again.

 I've also been getting this from Alienware thermal controls. I checked the internal connections but it looks to all be connected.

The default setting in Windows 10 and 8 is to utilize a feature called "fast startup."  So when you click "shut down" that means you are actually putting the computer into a type of hibernation.  So for example if you unplug the PC after clicking "shut down" you would see a critical power event logged in the system, were you to check.  Fast startup can be manually disabled.  Since you are only getting the error on restart, I am using that is because you are running the default startup settings for Windows.
